This guide is written by the Mainder team, so Mainder comes first. Every statement about the other tools comes from the vendor's own website, checked on 1 October 2026. We left out database sizes, because vendors report them in ways that cannot be compared, and we left out prices, which change often. We include hireEZ, an AI sourcing platform rather than a contact finder, because recruiters often weigh it against these tools.

ContactOut is a Chrome extension with a search portal, an API and an MCP server. In our view, it is one of the tools most oriented to recruiters, with separate plans for recruiters and for sales. It returns emails, phone numbers and enrichment data, and it has a free plan with a small daily allowance.
It saves contacts to Lever, Greenhouse and Bullhorn in one click, connects to Salesforce and HubSpot, and reaches other tools through Zapier. Its privacy policy cites GDPR Article 9.2(e), on data "manifestly public", together with legitimate interest under Article 6.1(f). It runs on AWS and does not state an EU data region.
Best for: recruiters who source mainly from LinkedIn and use Lever, Greenhouse or Bullhorn.
Kaspr
Kaspr is a LinkedIn extension that also works on Sales Navigator and, on its Business plan, on LinkedIn Recruiter Lite. Its focus is B2B sales, but it has a recruitment page aimed at European talent. It returns B2B emails, direct emails and phone numbers, and it has a free plan.
Its privacy policy uses legitimate interest as the legal basis and lists "recruitment purposes" among its uses. Kaspr says it processes data in the UK, EU and EEA "as far as possible", names OVH and MongoDB, and uses standard contractual clauses for transfers to third countries. It describes itself as "GDPR aligned". Among recruiting and sales tools it names Bullhorn, Salesforce, HubSpot and Pipedrive, with more through Zapier.
Best for: European recruiters who live in LinkedIn and want a simple extension.
Apollo.io
Apollo.io is a sales platform that combines a contact database, email sequences and enrichment. It covers contact and account data, CRM enrichment, CSV uploads and an API, and it has a free plan. Its privacy policy mentions recruiting among its uses, but the product is designed around sales prospecting.
Apollo.io relies on legitimate interest, offers a DPA and uses the EU-US Data Privacy Framework (with the UK and Swiss extensions) plus standard contractual clauses. It processes and stores data in the United States and other countries. We could not confirm ATS integrations on its own site, so we leave them out.
Best for: teams that already use Apollo.io for sales and want to reuse it for occasional hiring.
RocketReach
RocketReach is a contact search tool with a Chrome extension, sequences and an API. It returns emails plus mobile and direct phone numbers. Its paid plans include a Bullhorn integration, and it also connects to Salesforce, HubSpot, Outreach and Salesloft.
RocketReach states that it is based in the US, relies on legitimate interest and uses contractual clauses approved by the EU or the UK for data transfers.
Best for: agencies on Bullhorn that also do business development.
SignalHire
SignalHire is a contact finder with a Chrome extension, an API and an MCP server. In our view, it is the most recruiting-oriented after ContactOut: almost every integration it lists is an ATS, more than 25 in total, including Recruitee, Workable, Ashby, Manatal, Loxo, JazzHR and JobAdder. It offers emails and phone numbers on separate plans and a few free credits to start.
SignalHire is a Polish company and says data is stored on its servers in the Netherlands. It uses legitimate interest as the legal basis for professional data and offers opt-out by email or form.
Best for: recruiters on a small or mid-sized ATS who want an extension that connects to it.
hireEZ
hireEZ is an AI sourcing platform, not a contact finder like the extensions above. It works "on top of your ATS" instead of replacing it, searches candidate profiles from 45+ platforms and is built for recruiting. There is no free plan, though it offers a free trial for solo recruiters.
On data protection, hireEZ signs DPAs with customers and vendors, adheres to the Data Privacy Framework, uses standard contractual clauses and holds ISO 27001 and SOC 2, plus TRUSTe GDPR validation. It hosts on AWS without stating a region.
Best for: large talent acquisition teams that want to keep their ATS and add a sourcing layer.
How to choose a candidate enrichment tool
Four questions separate the options faster than any feature list.
- Does it find data for the people you hire? Coverage in your countries and roles matters more than the total size of a database. Test it with 20 real profiles from your last searches.
- Where do the results land? With an extension, someone copies contacts into the ATS or relies on an integration. With enrichment inside your recruiting platform, the data is written to the candidate record and stays there.
- What is the legal basis, and where is the data stored? Under GDPR you need a documented basis and you need to know the storage location. Read the vendor's privacy policy, not the badge on its homepage.
- Does it keep your database fresh? A tool that only enriches on click leaves old profiles out of date. Enrichment that refreshes existing candidates turns your database back into a sourcing channel.
